Every year, community gardens spring up in schoolyards, salmon return to healthier streams, and young people discover their first steps toward a conservation career. Behind many of these projects is the Partners in Conservation (PIC) Grants Program, which last year invested $1.3 million into grassroots efforts that support our mission to care for our land and water.

Many people know about the grant program, but do you know how the funding is awarded? It happens through the thoughtful consideration of local community members who help guide the process. That’s where the PIC Grant Review Committee comes in.

Community Voices, Community Impact
Committee members come from all walks of life—educators, farmers, youth mentors, environmental scientists, funders, and neighbors who care about creating a healthier, more resilient community. What unites them is a commitment to ensuring grant dollars flow to projects that make the biggest difference—especially for those who’ve historically been left out of conservation benefits.

Serving on the committee is more than reviewing paperwork—it’s about learning, connecting, and shaping the future of conservation in East Multnomah County.

As Belinda, a past committee member, shared: “Thank you again for the opportunity to review grant applications for EMSWCD. I learn a lot from my peers every year.”

Estefania, another member, reflected on the collaborative spirit of the process: “This was so fun to be a part of. I felt very well supported and enjoyed the chance to meet in our groups—it made for great discussion!”

These voices remind us that the committee isn’t just about funding decisions—it’s also about building relationships and deepening our shared understanding of what conservation means for our diverse communities.

What the Committee Does
As a member of the PIC Grant Review Committee, you’ll:

  • Review applications (about 15–20) for exciting community-led conservation projects.
  • Score and discuss proposals with fellow committee members, bringing your own experience and perspective to the table.
  • Recommend funding allocations to the EMSWCD Board of Directors, who make the final decision.

Your time and insights help determine which projects will shape the future of our region’s soil health, water quality, wildlife habitat, climate resilience, and youth opportunities in conservation.

Qualifications We’re Looking For
We welcome people from diverse backgrounds who can bring a variety of perspectives to the table, including:

  • Professional experience in conservation, education, community development, or related fields.
  • Lived experience connected to the issues projects address, such as food access, climate impacts, or community health.
  • Community knowledge and insight into the needs, strengths, and opportunities within East Multnomah County.

No prior grant review experience is required—training and support are provided.

What’s In It for You

  • A chance to amplify voices from your community and support grassroots leadership.
  • Opportunities to learn about innovative projects happening across East Multnomah County.
  • Connections with others who share a passion for equity and sustainability.
  • A stipend of up to $300 for your time (20–25 hours total).
