Meet the Board
BOB SALINGER, Zone 1
"Please get to know your Soil and Water Conservation District. We have amazing resources and outstanding staff to help you care for your land from small inner city lots to big farms at the eastern edge of the county."
Bob Salinger received his B.A. in Biology from Reed College and his J.D. from Lewis and Clark Law School. Bob has worked for the Audubon Society of Portland since 1992 where he has served as Urban Conservation Director, Wildlife Care Center Director, and currently as Conservation Director. He also serves on the Board of the Coalition for a Livable Future, the Portland Parks Board, and as Co-Chair of the Portland Watershed Science Advisory Committee as well as multiple other local, state, and federal natural resource committees. Bob lives in Northeast Portland with his wife Elisabeth, two children, dog, cat, and a couple of chickens.
Bob served as an Associate Director with EMSWCD beginning in 2006 and was appointed to the Board in 2008. Since that time he has served as Treasurer and member of the Land Conservation, Project Funding, Budget, and Personnel Committees.
LAURA MASTERSON, Zone 2

"Farmland preservation is near and dear to me, partly because I'm right on the edge of (the city). It's made me really aware of the pressures."
Laura Masterson received her B.S. in cellular biology from Reed College and is now a widely respected organic vegetable farmer. Described recently in the local press as an "Urban Über-farmer", she manages two urban farms and a community supported agriculture operation that feeds over 200 families. She mentors crews of aspiring farmers and advocates on behalf of sustainable agricultural by serving on a variety of committees and citizen advisory groups. Cultivating with a team of horses and an electric tractor, making use of rotational chicken grazing, beneficial insect conservation, cover cropping, and utilizing a wide variety of other innovative or rediscovered techniques, Laura is a much-sought-after speaker and local expert. Laura has been a member of the EMSWCD Board of Directors since 2004; she was elected Secretary and then Vice Chair. Laura currently serves on the Land Conservation, Budget, and Personnel Committees.
DIANA POPE, Zone 3
"Soil and Water Conservation Districts .. are the "bridge" between citizens whose economic welfare depends on our natural resources and those whose interest is principally the protection of our environment. I will continue to work with everyone concerned for the conservation and careful use of our natural resources upon which all of our lives depend."
Dianna received her nursing degree from the Emanuel Hospital School of Nursing; Oregon Health Sciences University Division of Continuing Education and has worked as a nurse in hospital, educational and home care settings. Dianna served on the Oregon Soil and Water Commission from 1989 to 1999 and has served on EMSWCD's board since 1984. During that time she has filled nearly every office and served on numerous committees as well as represented the District in various national, regional conservation and interagency coordination efforts. She is dedicated to the principle that conservation districts are local people working together to achieve consensus on natural resource issues, ensuring that all viewpoints are considered.
RICK TILL, At-Large 1
Rick Till received his B.A. in Philosophy from Washington State University and his J.D. from Lewis and Clark Law School. Rick has several years of experience with land management issues, including working as a wilderness ranger in the North Cascades of Washington. Rick currently works on the legal staff at Friends of the Columbia Gorge and volunteers hundreds of hours each year removing invasive weeds and planting native trees and shrubs. When not advocating for protection of the Columbia Rive Gorge or pulling weeds in a local natural area, Rick enjoys native wildflower displays in the Gorge and wilderness river trips.
Rick was elected as Director with EMSWCD in 2008 and is currently Vice-Chair. Rick serves on the Land Conservation and Project Funding Committees.
RON McCARTY, At-Large 2
Zones
EMSWCD serves all of Multnomah County east of the Willamette River. (The West Multnomah SWCD serves the area west of the Willamette River, plus all of Sauvie Island.)
In general terms, the borders of the East Multnomah SWCD are:
North: Columbia River
South: Multnomah County-Clackamas County line
East: Multnomah County-Hood River County line
West: Willamette River
East Multnomah SWCD is divided into three zones. Each zone is represented by a board member elected by the residents of that zone. There are also two At-Large positions that are elected by all residents of the district regardless of the zone they live in. The areas and boundaries of these zones are:
Zone 1
Zone 1 consists of Multnomah County lying north of the Willamette Base Line (Willamette Meridian) from the Willamette River to the Sandy River.
North: Columbia River, following the line separating Multnomah County, Oregon
and Clark County, Washington
South: Willamette Base Line (T.1N - T.1S township line) Stark Street runs along the Willamette Base Line almost to the Sandy River. Stark Street curves to the south just west of the river. The Base Line continues east. The zone boundary is the Base Line.
East: The main channel of the Sandy River
West: The main channel of the Willamette River
Zone 2
Zone 2 includes all of Multnomah County lying south of the Willamette Base Line from the Willamette River to the Sandy River.
North: Willamette Base Line (T.1N - T.1S township line)
South: Multnomah County - Clackamas County line (section line)
East: The main channel of the Sandy River
West: The main channel of the Willamette River, Ross Island is included in this zone.
Zone 3
Zone 3 comprises all of Multnomah County lying east of the Sandy River
North: Columbia River, following the line between Multnomah County, Oregon and Clark County, Washington
South: Multnomah County-Clackamas County line (section line)
East: Multnomah County-Hood River County line
West: The main channel of the Sandy River
